سياسة الإنفاق العام و أثرها على التنمية الإقتصادية

Abstract

تناولت هذه الدراسة موضوع "سياسة الإنفاق العام وأثرها على التنمية الاقتصادية –دراسة مقارنة بين الاقتصاد الإسلامي والاقتصاد الوضعي-"، وذلك بهدف بيان تأثير الإنفاق العام ومساهمته في تحقيق التنمية الاقتصادية. ولقد انطلق هذا البحث من إشكالية أساسية هي: ما هي سياسة الإنفاق العام؟ وما أثرها على التنمية الاقتصادية؟ وبهدف معالجة هذه الإشكالية المطروحة، والبحث في الإجابات والحلول الممكنة لها، جاء العمل في هذا البحث مقسما إلى ثلاث فصول، تضمن الفصل الأول منها أهم النقاط المتعلقة بالإنفاق العام للتعريف به وتطوره وإبراز تقسيماته، وذلك في كل من النظامين الوضعي والإسلامي، ثم جاء الفصل الثاني من هذا العمل مركزا البحث في أهم قواعد وضوابط الإنفاق العام في كلا النظامين، أما الفصل الثالث من هذا البحث فقد تناول أثر الإنفاق العام على التنمية الاقتصادية أين تم التطرق إلى التنمية الاقتصادية من خلال تعريفها وإبراز أهم أهدافها في كلا الفكرين الوضعي والإسلامي، ثم التطرق إلى أثر الإنفاق العام على التنمية الاقتصادية من خلال التأثير على كلٍ من مستوى الدخل القومي وتوزيع الدخل القومي ومستوى الأسعار. وقد توصلت الدراسة إلى مجموعة من النتائج والتي تم إيضاحها في الخاتمة، أهمها: أن الإنفاق العام أداة مهمة من أدوات السياسة المالية التي تلجأ إليها الدولة من أجل إشباع الحاجات العامة، وأن الإنفاق العام يساهم في تحقيق التنمية الاقتصادية من خلال آثاره على كل من الإنتاج والدخل القوميين ومستوى الأسعار، وقد استعرضت في نهاية العمل بعض التوصيات المتعلقة بالتركيز على سياسة الإنفاق العام وضرورة تطبيق أنجع الطرق من أجل الاستفادة القصوى من النفقات العمومية من أجل تحقيق تنمية اقتصادية فعلية تقفز بالدولة إلى مصاف الدول المتقدمة. الكلمات المفتاحية: الإنفاق العام، التنمية الاقتصادية، الاقتصاد الإسلامي، الاقتصاد الوضعي. The study dealt with the subject of "policy of public spending and its impact on the economic development - Comparative study between Islamic Economy positive economy- ", with a view to a statement the impact of public expenditure and its contribution to the achievement of economic development. It was this search of basic problem: What is the policy of public spending? and their impact on economic development? In order to address this problem, and research in the answers and solutions to them, the work in this research divided into three chapters, the first chapter of the most important points relating to the definition and evolution of public expenditure and to highlight equalize, in each of the two systems and Islamic positive, then came the second chapter of this work a search in the most important rules and regulations and public spending in both the systems, the third chapter of this research has addressed the impact of public spending on economic development where were addressed to economic development through the definition and to highlight the most important goals in both positive and Islamic thinkers, and then address the impact of public expenditure on economic development through the impact on each of the level of national income distribution of national income and the level of prices. The study found a group of the results, which have been clarified in conclusion, most important of which are: the public expenditure is an important tool for financial policy used by the State in order to satisfy the general needs, and public spending to contribute to the economic development through its effects on each of the production and income nationalists and the level of prices, which have been reviewed at the end of the work of some of the recommendations focus on the policy of public expenditure and the need for the application of the most effective ways to make the most of the public expenditure in order to achieve real economic development jump in the State to the ranks of the developed countries.
