| dc.description.abstract | تناقش هذه الدراسة الأكاديمية موضوع "الرقابة على النفقات العامة في النظام المالي الإسلامي"، حيث تسعى الباحثة إلى تأصيل الأحكام والضوابط الشرعية المنظمة للإنفاق العام والرقابة عليه استناداً إلى أصول الفقه الإسلامي والتراث المالي، مستخدمةً المنهج المتكامل (الاستقرائي والتحليلي والمقارن). وتتطرق الرسالة في إطارها العام إلى التطور التاريخي لموارد ونفقات الدولة الإسلامية بدءاً من العصر النبوي والراشدي وصولاً إلى التطبيقات المعاصرة، محددة المفاهيم والأنواع المختلفة للرقابة المالية. كما تسلط الضوء على الضوابط الشرعية للإنفاق العام والآليات المؤسسية والتنفيذية المحققة للرقابة، من خلال أدوار كل من ولاية الحسبة، وولايات المظالم والقضاء الإداري، والسلطة التنفيذية والدواوين، وخاصة ديوان بيت المال؛ بهدف تقديم نموذج إسلامي رقابي حديث يساهم في حماية المال العام وتحقيق الاستقرار والرخاء الاقتصادي. This academic study addresses the topic of "Control of Public Expenditures in the Islamic Financial System," wherein the researcher seeks to ground the Sharia rulings and controls governing public spending and its oversight based on the principles of Islamic jurisprudence (Usul al-Fiqh) and financial heritage, employing an integrated methodology (inductive, analytical, and comparative). In its broad framework, the thesis covers the historical development of the Islamic state's revenues and expenditures from the Prophetic and Rashidoon eras to contemporary applications, defining the various concepts and types of financial control. Furthermore, it highlights the legal/religious controls of public expenditure and the institutional and executive mechanisms that achieve financial control. This is examined through the roles of: The office of accountability (Wilayat al-Hisbah). The courts of grievances and administrative justice (Wilayat al-Mazalim). The executive authority and administrative departments (Diwans), particularly the Department of the Treasury (Diwan Bait al-Mal). Ultimately, the study aims to present a modern Islamic control model that contributes to protecting public funds and achieving economic stability and prosperity. | - |
