دور الصكوك الإسلامية الحكومية في دعم القطاعات الاقتصادية

Abstract

تعتبر الصكوك من أهم أدوات تعبئة الموارد في الوقت الحاضر، فهي تلبي مختلف الحاجات التمويلية للمشروعات الضخمة التي تقيمها الدولة من أجل تحقيق النفع العام، مثل: بناء المستشفيات، الطرق، الجسور وغيرها من المرافق العامة التي تحتاج رؤوس أموال ضخمة لتنفيذها، وبالتالي انصب الاهتمام في هذا البحث على توضيح مختلف صيغ تمويل القطاعات الاقتصادية بالاعتماد ‏على الصكوك الإسلامية الحكومية، وتعد التجربة السودانية في هذا المجال رائدة ومتميزة، حيث تنوعت في تمويلها بين صيغتي المشاركة (صكوك شهامة) والمضاربة (صرح) وهما من صيغ التمويل عالية المخاطرة، كذلك تضمنت صيغتي الإجارة (شهاب) والوكالة بالاستثمار (شامة). الكلمات المفتاحية: الصكوك الإسلامية، القطاعات الاقتصادية، المشاريع الحكومية، صيغ التمويل الإسلامية. Abstract: Islamic Sukuk is one of the most important tools of mobilization of resources at the present time, they satisfy various financing needs for large projects set up by the Country in order to achieve public benefit, such as: building hospitals, roads, bridges and other public facilities that need huge capital to be implemented. so focus of attention in this research to clarify the various formulas to finance the economic sectors relying on government Islamic Sukuk. The Sudanese experience in this field is leader and distinct, where varied in financing between the two versions of mouchraka (CHAHAMA Sukuk) and moudarabah (SARH) are two of the modes of financing high-risk, as well as included two versions: Ijara (Shahab) and procuration investment (Shama).
