- مظاهر التمييز العنصري بداية النزاع المسلح بين أوكرانيا وروسيا دراسة على ضوء القانون الدولي لحقوق الإنسان

Abstract

يفيد التمييز العنصري بتصنيف الأشخاص حسب العرق أو الجنس أو الدين أو القومية قصد تقييد أو عرقلة تمتع هؤلاء الأشخاص بحقوقهم وحرياتهم، وهو ما قد يؤدي إلى وقوع انتهاكات خطيرة لحقوق الانسان وحرياته الأساسية. تسعى هذه الد راسة إلى تسليط الضوء على مظاهر التمييز العنصري التي حدثت أثناء إجلاء المدنيين على اثر اندلاع المواجهات المسلحة بين روسيا وأكرانيا، من خلال رصد حوادث عنصرية واضحة ضد غير الاوكرانيين والتي تسببت فيها جهات إعلامية وحكومية، مما يطرح تساؤل حول مصداقية التزام الدول المعنية بصكوك منع التمييز والمساواة خاصة زمن النزاعات المسلحة Racial discrimination refers to the disaggregation of persons by race, sex, religion, or nationality to restrict or impede the enjoyment by such persons of their rights and freedoms, which may result in serious violations of their human rights and fundamental freedoms. This study seeks to highlight the manifestations of racial discrimination that occurred during the evacuation of civilians following the outbreak of armed confrontations between Russia and Ukraine, by monitoring clear racist incidents against non-Ukrainians caused by media and State actors, which raises the question of the credibility of States' adherence to non-discrimination and equality instruments, particularly in times of armed conflict.
