من مشاريع تسوية الصراع العربي الإسرائيلي - مؤتمر مدريد للسلام 30 أكتوبر 1991 م

Abstract

تكمن أهمية هذه الدراسة في إبراز أحد أهم مشاريع التسوية التي كانت إما بمبادرات دولية أو إقليمية محلية، فبعد الصدام المباشر في أربع حروب امتدت من 1948 إلى 1973 ، أخذ الصراع العربي الإسرائيلي منحنى جديداً في طريق التسوية السياسية، فظهرت عدة مشاريع ومبادرات دولية وإقليمية لحل النزاع كان لها أثر بالغ في تغيير مجريات الأحداث. ومن بين هذه المشاريع عقد مؤتمر مدريد للسلام في 30 أكتوبر 1991م، ومنه نطرح الاشكالية التالية: فيما تتمثل أهمية مؤتمر مدريد للسلام كمخرج للصراع العربي الإسرائيلي؟ وكيف انعكست نتائجه على تاريخ المنطقة؟ وفي الأخير توصلنا إلى أن هذا المؤتمر شكل منعطفاً حاسماً في تاريخ المنطقة العربية، إذ منح الكيان الصهيوني شرعية في الوجود، رغم أنه لم يكن سوى مجرد مشهد احتفالي؛ أعطى انطباعاً للأطراف وللعالم بأن العرب وإسرائيل جلسوا حول دائرة المفاوضات في قاعة واحدة وانهمكوا في صنع سلام وفق منظور أمريكي. The importance of this study lies in highlighting one of the most important settlement projects that were either international or local regional initiatives. After the direct clash in four wars that extended from 1948 to 1973, the Arab-Israeli conflict took a new curve on the path to political settlement, and several international and regional projects and initiatives appeared to resolve the conflict. It had a significant impact in changing the course of events. Among these projects was the holding of the Madrid Peace Conference on October 30, 1991, from which we raise the following problem: What is the importance of the Madrid Peace Conference as a way out of the Arab-Israeli conflict? How were its results reflected in the history of the region? In the end, we concluded that this conference represented a decisive turning point in the history of the Arab region, as it granted the Zionist entity legitimacy to exist, even though it was nothing more than a celebratory scene. It gave the impression to the parties and to the world that the Arabs and Israel sat around the negotiating circle in one hall and were engaged in making peace according to an American perspective.
