أثر الصكوك الإسلامية في تنشيط الأسواق المالية : د راسة استشرافية للسوق المالية الجزائرية

Abstract

يتطرق هذا البحث إلى آلية هامة من آليات التمويل الإسلامي، التي يمكن لها أن تشكل حلا مناسبا للركود الذي تشهده السوق المالية في الجزائر، هاته الآلية هي: الصكوك الإسلامية التي تعد من أهم منتجات الصناعة المالية الإسلامية، ومن أكبر الأدلة على ذلك أنها تعرف انتشارا واسعا وإقبالا منقطع النظير، سواء في الدول الإسلامية أم في بقية دول العالم، لما لها من مزايا تسهم في تطوير العمل المصرفي وتمويل المشاريع الاستثمارية المختلفة. فهل يمكن للتصكيك الإسلامي أن يكون منفذا للسوق المالي بالجزائر ؛ يخرج من خلاله من أزماته وقلة نشاطه وحيويته التي يعرفها نتيجة لاعتماده المفرط على مداخيل النفط المتميزة بالتذبذب وعدم الاستقرار ؟ لقد توصلنا من خلال هذا البحث إلى أن لتطبيق تجربة الصكوك الإسلامية آفاقا واعدة في السوق المالي بالجزائر، وأنها تعتبر أداة تمويلية ناجحة لتفعيل هاته السوق، وذات قدرة على تعبئة الموارد وتمويل المشاريع الاستثمارية المختلفة، بهدف تحقيق التنمية الاقتصادية المنشودة This research deals with an important mechanism of Islamic finance mechanisms, which can constitute an appropriate solution to the recession in the financial market in Algeria. These mechanisms are: Islamic instruments, which are considered one of the most important products of the Islamic financial industry, and one of the biggest evidence for this is that they are widely spread. And an unrivaled demand, whether in Islamic countries or in the rest of the world, because of its advantages that contribute to the development of banking and the financing of various investment projects. So can the Islamic codification be an outlet for the financial market in Algeria? He emerges through him from his crises, lack of activity and vitality that he knows as a result of his excessive dependence on oil revenues characterized by volatility and instability? Through this research, we have concluded that the application of the experience of Islamic sukuk has promising prospects in the financial market in Algeria, and that it is considered a successful financing tool to activate this market, and has the ability to mobilize resources and finance various investment projects, with the aim of achieving the desired economic development.
