تعتبر المواقع الإلكترونية تقنية حديثة نظرا لارتباطها بالشبكة المعلوماتية فوظيفتها تعريفية، حيث تقوم بالتعريف بالمنتجات والسلع بالنسبة للشركات التجارية، أو تقديم خدمات علمية أو مهنية وغير ذلك، ونظرا لسمعتها وأهميتها خاصة في مجال التجارة الإلكترونية، تزايد عدد الاعتداءات عليها من قبل القراصنة الناشطين في المجال الافتراضي، فأصبح يقومون بتشويهها وتدميرها بالإضافة إلى تقليدها، مما أدى هذا إلى خسائر مادية كبيرة لحقت بأصحابها، وأمام عدم وجود ترسانة قانونية تحمي مثل هكذا مواقع، سمح للكثير من المخترقين استغلالها والفرار من العقاب. Given their reputation and importance, especially in the field of e-commerce, the number of attacks on them by active pirates in the field has increased. They distorted and destroyed them in addition to imitating them, which led to great material losses to their owners, and in the face of the lack of a legal arsenal to protect such sites, many hackers were allowed to exploit them and escape punishment.
