Abstract

قصد دعم وتشجيع نشاط الترقية العقارية في الجزائر ، عمدت الدولة إلى تنويع مصادر التمويل العقاري الذي يهدف لتوفير السيولة المالية الكافية لإنجاز المشاريع الترقوية من جهة، وتشجيع الأفراد بالإقبال على صيغ الترقية العقارية من جهة أخرى، باعتبارها آلية لتجسيد متطلباتهم السكنية، بحيث خصها المشرع الجزائري بسياسات جديدة عن طريق إنشاء هيئات ومؤسسات مالية تقوم بمنح القروض توجه في إطار الترقية العقارية العامة والخاصة معا ، هدفها تحريك عجلة الاستثمار وكفلها بضمانات عينية ، كرس من خلالها مبدأ الائتمان في المعاملات ومنح الثقة للمتعاملين العقاريين ، وجعل من بين الضمانات الأساسية للتمويل العقاري الرهن الرسمي الذي خصة بنظام محكم ووسع من خلاله من مصادر التمويل العقاري الذي كانت تنفرد به خزينة الدولة سابقا In order to support and encourage the real estate promotion activity in Algeria ;the state has diversified the sources of real estate financing which aims to provide sufficient financial liquidity to complete the promotion projects on the one hand ,and encourage individuals to adopt real estate promotion formulas on the other hand . so that it singled out new policies by establishing financial institutions and institutions that grant loans directed to financing the activity of promoting private and public real estate together aims to move the investment wheel ;guaranteed by guarantees in kind ,through which the principle of credit in transactions and giving confidence to real estate dealers was established the former is among the duties of the state treasury.
