معوقات المجتمع المدني الجزائري وآليات تفعيله

Abstract

أصبح موضوع المجتمع المدني اليوم من أكثر المواضيع شيوعا وهذا راجع أساسا للدور الكبير الذي تؤديه كل أطرافه الفاعلة ثم لقدرته على الإجابة عن الكثير من الأسئلة وتوصله لتجسيد بعض القضايا التي عجزت الدولة عن تحقيقها. وتعتبر الجزائر من بين الدول التي أولت اهتماما متزايدا للمجتمع المدني من خلال القوانين التي تعززه، وبالرغم من هذا يبقى هذا الأخير يعاني من معوقات وتحديات داخلية وخارجية تجبره على عدم أداء دوره ومنه ستعنى هذه المقالة في محورها الأول بتسليط الضوء على مفهوم المجتمع المدني وخصائصه لتنتقل في محورها الثاني للتركيز على المعوقات والتحديات التي تقف أمام فعالية دور المجتمع المدني الجزائري لتصل المقالة في محورها الثالث إلى السبل والوسائل الكفيلة بتفعيل وتدعيم دور المجتمع المدني الجزائري The civil society has become one of the most trending topics. This is due to the great role played by its effectual participants, then to its ability to provide answers to crucial questions and to its success in achieving what the state couldn’t. Algeria has paid much attention to the consolidation of this later, through passing laws. However, the Algerian civil society still suffers from domestic and foreign impediments that affect its role. This paper will firstly shed light on the definitions and characteristics of the civil society. Then it will showcase the impediments which alter the proper performance of this later and will finally tackle the means which may consolidate its activation and boost its role.
