الأوضاع السياسة للبلدان العربية ودراسة التحول الديمقراطي

Abstract

إن الظروف التي تمر بها المنطقة العربية يجب أن لا تكون مدعاة إلى اليأس وإنما إلى المزيد من البحث حول أسباب تراجع العرب عما بلغته دول أخرى، ويجب أن تتصدر قضية التحول الديمقراطي أولويات الأجندات البحثية في حقل السياسة المقارنة للنظم السياسية العربية لسنوات قادمة، فالكثير من القضايا الأساسية والفرعية المرتبطة به لم يتم دراستها وإزالة الغموض عنها بعد. كما أن عملية الانتقال إلى نظام حكم ديمقراطي وترسيخه على النحو الذي يضمن استمراريته واستقراره هي عملية معقدة وتستغرق فترة زمنية طويلة نسبيا. فالانتقال من نظام حكم غير ديمقراطي لا يعني بالضرورة قيام نظام ديمقراطي راسخ ومستقر، حيث أن ذلك له شروط ومتطلبات عديدة لابد من البحث والتقصي فيها حتى يتمكن الباحث العربي من الاسهام في بناء نظام سياسي ناضج. The circumstances in the Arab region should not be a cause for despair, but further research into the causes of the decline of Arabs compared to other countries. It should be the vanguard of the issue of democratization priorities and research agendas in the field of comparative politics of Arab political systems for years to come, many of the basic questions have not been studied. The process of transitioning to a system of democratic governance and implanting in a way that ensures continuity and stability is a complex process and takes a relatively long period of time. The transition from the undemocratic system does not necessarily mean a foundation of a stable democratic system, because there are many conditions and requirements that the Arab researcher must contribute to arrive at the construction of a mature political system
