التعددية الإعلامية ومبادئ المسؤولية الاجتماعية للصحافة المطبوعة الجزائرية بين رهانات الاحتراف وانعكاسات الانحراف

Abstract

تقدم هذه الورقة البحثية قراءة في واقع وملامح تجسيد الصحافة المطبوعة الجزائرية في مرحلة التعددية الإعلامية لمبادئ المسؤولية الاجتماعية -كنظرية وتطبيق- عبر تسليط الضوء على رهانات تحقيق صحافة احترافية قائمة على ثلاثية أن الحرية حق وواجب ومسؤولية ومنطلقة من هذه الأهمية الوظيفية؛ وكذلك تحليل الانعكاسات السلبية والصعوبات التي جابهت ذلك، بداية من البيئة التنظيمية والنصوص القانونية خاصة فيما تعلق بقانون الإعلام 12- 05 ووصولا إلى الواقع العملي والظروف المهنية عبر مختلف فترات تكريس مبدأ التعددية، حيث وصلت إلى الكشف عن ملامح متذبذبة وغير مستقرة في واقع القطاع، تعود أساسا إلى قصور النصوص التنظيمية وانطوائها على عديد الثغرات والتطبيقات من جهة، وعدم احترافية الأداء نتيجة لعدم تحلي الممارسين بالقواعد الأخلاقية والمهنية من جهة أخرى. :

This research paper provides a reading into the reality & features to realization the principles of social responsibility in the Algerian print press in the phase of media pluralism - Theoretically and practically - by highlighting the stakes of achieving professional journalism based on the trilogy that freedom is a right, a duty and a responsibility; Likewise, an analysis of the negative perversion and difficulties that confronted that, starting with the regulatory environment and the specific legal texts related to media law 12-05 and reaching to the practical reality and the professional conditions across the various periods of dedicating pluralism, as it reached to reveal the unstable features in the reality of the sector, This is due to the lack of organizational texts and their inclusion in many gaps, also Unprofessionalism due to the practitioners' failure to exercise ethical and professional rules
