الممارسة الصحافية واصلاحات السياسة الإعلامية الجزائرية تغطية الثورة التونسية أنموذجا

Abstract

مثلت الثورة التونسية قطب الرحى داخل وسائل الإعلام الجزائرية، فأكسبتها مشروعية وحققت بفضلها إفادة، كالإصلاحات التي أقدمت عليها الدولة الجزائرية على قانون الإعلام، وتبيّن من خلال هذا التفاعل أن لوسائل الإعلام علاقة جامعة بالجانب السياسي، وأصبحت علاقة متلازمة استوت جدلية قائمة الذات، يحكمها التشابك والتعقيد. لذلك أردنا البحث في هذه العلاقة، غير أن النظر في طبيعة هذه العلاقة تحتم علينا بعد عرض جملة من المفاهيم الممهدة لهذه المسألة في السياسة الإعلامية الجزائرية في ظل الإصلاحات والأطوار التي مرت بها حتى استوت على الصورة التي عليها الآن. كما بحثنا الاستراتيجيات الإعلامية بعد الإصلاحات، وتبعا لذلك لاحت لنا جملة من الوظائف حصرناها بمناسبات أو بمحطات سياسية مهمة كالانتخابات، إضافة إلى الإبانة عن دور وسائل الإعلام في صناعة القرار السياسي، وكل هذه الأعمال الصادرة عن الإعلام في تعانقه مع الجانب السياسي لا يمكن إلا أن يلوح بطبيعة الممارسة الإعلامية، لذلك يرشح عملنا هذا بطبيعة الممارسة الإعلامية في ظل الثورة التونسية وما أفرزه من تداعيات على الصحافة الجزائرية. لقد خلصت الدراسة إلى أن العلاقة بيّن وسائل الإعلام والمجال السياسي علاقة جدلية، وضرورة لخلق الترابط بيّن ثلاثة أطراف: الجمهور والإعلام في مرحلة أولى والجمهور والسياسي في مرحلة ثانية. فضلا عن الرسالة الإعلامية باعتبارها نقطة وصل بيّن هذه الأطراف. وما تفرزه من إيجابيات في تيسير عملية التواصل وخلق فضاء ديمقراطي، وما تحد ثه من حريات تدعم العمل الإعلامي، وتجعله قادرا على تجاوز الحدود الجغرافية والسلطوية The Tunisian revolution represented the polemics in the Algerian media. It gained legitimacy and achieved thanks to it, such as the reforms carried out by the Algerian state. Through this interaction, the media showed that the media had an all-encompassing relationship with the political side. Therefore, we wanted to look into this relationship, but looking at the nature of this relationship is imperative to us after presenting a set of concepts guiding this issue in the Algerian media policy in the light of the reforms and the stages that have passed until it is based on the image it now has. We also discussed media strategies after reforms, Accordingly, we have a number of jobs confined to important political events or stations such as elections, as well as the role of the media in political decision-making, and all these actions of the media in its embrace with the political side can not but wave the nature of media practice, This is the nature of media practice in light of the Tunisian revolution and its repercussions on the Algerian press. The study concluded that the relationship between the media and the political sphere is controversial, and the need to create interdependence between three parties: the public and the media at the first stage, the public and the politicians in a second stage. As well as the media message as a point of contact between these parties. And its advantages in facilitating the process of communication and creating a democratic space, and the freedoms that support the media work, and make it able to transcend geographical and authoritarian boundaries
