| dc.description.abstract | تتناول الدراسة سياسة الإنفاق في العصر الأموي (41-99هـ/661-717م) خلال عهود الخلفاء السبعة الأوائل من معاوية بن أبي سفيان إلى سليمان بن عبد الملك، بهدف استخلاص الأهداف الكامنة وراء الإنفاق على مختلف المجالات وربطها بتطور الدولة ومكانتها الدولية، معتمدة على المنهج المسحي والتحليلي والمقارن. وتتوزع على أربعة فصول: الأول يعالج موارد بيت المال المتنوعة (الخراج، الجزية، الزكاة، الغنائم، العشور وغيرها)، والثاني يتناول الإنفاق العسكري (العطاء، الرزق، تجهيز الجيوش، الحصون)، والثالث يخصص للإنفاق الخاص للخلفاء والولاة (صلة آل البيت، هبات الشعراء، مظاهر الملك)، والرابع يتناول الإنفاق على العمران والمدن والزراعة والجوانب الاجتماعية والإدارية. وخلصت الدراسة إلى أن الأمويين التزموا في الغالب بسياسة الخلفاء الراشدين في الجباية والإنفاق مع بعض المخالفات والمستحدثات، واعتمدوا مبدأ المفاضلة في العطاء على أساس الولاء لبيتهم، وحرصوا على مظاهر الملك تأثرا بالفرس والروم، فيما عكس إنفاقهم على المشاريع العمرانية الضخمة كالجامع الأموي حالة الرخاء التي بلغتها الدولة، وساهم نظام العطاء والرقابة المالية في استقرار الجند وضبط بيت المال، الأمر الذي مكّن الدولة الأموية من تحقيق أهدافها السياسية وفرض هيبتها الدولية. This study examines the expenditure policy of the Umayyad state (41-99 AH/661-717 CE) during the reigns of the first seven Umayyad caliphs, from Mu'awiya ibn Abi Sufyan to Sulayman ibn Abd al-Malik, aiming to identify the underlying objectives of expenditure across various domains and to relate them to the development of the state and its international standing, drawing on survey, analytical, and comparative methods. The study is organized into four chapters: the first addresses the diverse financial resources of the treasury (kharaj, jizya, zakat, spoils of war, tithes, and others); the second examines military expenditure ('ata' stipends, rizq allowances, army provisioning, and fortifications); the third is devoted to the private expenditure of caliphs and governors (gifts to the Prophet's family, stipends to poets, displays of royal magnificence); and the fourth covers expenditure on urban development, city-building, agriculture, and social and administrative affairs. The study concludes that the Umayyads largely adhered to the fiscal and expenditure policies of the Rightly-Guided Caliphs, albeit with certain deviations and innovations; that they applied a principle of differential treatment in allotting stipends based on loyalty to the Umayyad house; and that they cultivated the trappings of monarchy under Persian and Byzantine influence. Their expenditure on grand architectural projects, most notably the Umayyad Mosque, reflected the prosperity the state had attained, while the stipend system and fiscal oversight contributed to the stability of the army and the regulation of the treasury—factors that together enabled the Umayyad state to achieve its political objectives and assert its international prestige | - |
