جودة الممارسات الإدارية في المؤسسات التعليمية بالجزائر التنظيم، الهيكلة، والأداء مؤسسات التعليم الثانوي – أنموذجا

Abstract

نال اهتمام المفكرين الاقتصاديين المختصين في ذلك بموضوع التنظيم والهيكلة في المنشأة بصفة عامة والمؤسسة التعليمية بصفة خاصة لما لها من أهمية في عقلنه نشاطها ودفعها نحو العمل والرفع من أدائها باعتبارهما يضمنان تجنيبها الخلط في المهام والتحديد الواضح الخطوط السلطة والمسؤولية والعلاقات التنظيمية. نظرا لأهمية الإدارة التربوية في تفسير مخرجات العملية التعليمية، وبما أن مخرجات المؤسسة التعليمية هي نفسها مخرجات الإدارة التربوية. نهدف من خلال هذه الدراسة إلى تقصي مستوى الممارسات الإدارية بمؤسسات التعليم الثانوي بالجزائر من حيث التنظيم والهيكلة والأداء، واتبعنا من اجل ذلك جملة من الإجراءات المنهجية المتمثلة في المنهج الوصفي والمنهج الوثائقي، كما اخترنا بطريقة عشوائية عينة من الثانويات بولاية قسنطينة قدرت ب 48 ثانوية طبقت عليهم استمارة وجهت للمديرين، استعملنا النسبة المئوية كأداة إحصائية في تحليل البيانات وانطلقنا في ذلك من تساؤل محوري وهو ماهو مستوى الممارسات المتبعة في الإدارة التربوية بالجزائر وما انعكاسه على مستوى أداء الثانويات ؟ توصلنا إلى أنه هناك أسلوب ديمقراطي في تعامل الوصاية مع مدراء الثانويات و انعدام العلاقة التسلطية في ذلك مما يوحي بفعالية الإدارة وكفاءتها. The economic thinkers concerned are interested in the theme of the organization and structure of the institution in general and the educational institution in particular because of its importance in the spirit of its activity, its propulsion at work and its upgrade to avoid confusion in functions and clear delineation of lines of power, responsibility and regulatory relationships. Given the importance of education administration in interpreting the outcomes of the educational process, and since the outcomes of the educational institution are the same as those of education administration. Through this study, we seek to study the level of administrative practices in Algerian secondary schools in terms of organization, structure and performance. To do this, we followed a series of methodological procedures, namely the descriptive curriculum and the documentary curriculum. We also selected indiscriminately a sample of secondary schools in Constantine. 48 secondary schools to which a form has been applied to managers. We used the percentage as a statistical tool to analyze the data. This was based on a central question: What is the level of practice in Algerian school administration and what does it reflect on the level of performance of secondary schools?. We found that there is a democratic approach to guardianship with high school principals and the lack of authoritarian relationship in this area, suggesting the effectiveness and efficiency of administration.
