القيم والمعايير المحددة لمهنة الصحفي وعلاقتها بالمرجعية التشريعية في المجتمعات المحافظة : دراسة على عينة من الصحافيين بمنطقة الغرب الجزائري

Abstract

تتناول هذه الدراسة إشكالية العلاقة بين مهنة الصحفي والمعايير المهنية التي تحكم سلوكه الإعلامي من جهة، والمرجعية التشريعية والثقافية السائدة في المجتمعات المحافظة من جهة أخرى، وتنطلق من تساؤل رئيسي مفاده: كيف تؤثر المرجعيات التشريعية في المجتمعات المحافظة، ولا سيما في منطقة الغرب الجزائري، على تشكل هوية الصحفي وقيمه المهنية؟ تهدف هذه الدراسة إلى فهم طبيعة هذا التداخل بين البعد القانوني والمهني، وتحليل انعكاساته على الممارسة الإعلامية اليومية، من خلال استقصاء آراء عينة من الصحفيين العاملين في المنطقة. وقد تم تقسيم البحث إلى ثلاثة محاور رئيسية الجانب المنهجي الذي يعرض نوع الدراسة والأدوات المستخدمة، الإطار النظري الذي يعالج مفهومي هوية الصحفي والمرجعية التشريعية ؛ وأظهرت النتائج أن عدداً من الصحفيين يواجهون صعوبة في التوفيق بين الالتزام بالمعايير المهنية من جهة، والخضوع المحددات تشريعية وثقافية التي تقيد حرية التعبير من جهة أخرى. كما كشفت الدراسة عن وجود وعي متزايد لدى الصحفيين بضرورة المواءمة بين المهنية واحترام السياق المجتمعي، دون التفريط في المبادئ الأساسية للصحافة. This study addresses the problematic relationship between the profession of journalism and the professional standards that govern its media conduct, on the one hand, and the prevailing legislative and cultural references in conservative societies, on the other. It begins with a central question: How do legislative references in conservative societies, particularly in the western Algerian region, influence the formation of a journalist's identity and professional values?This study aims to understand the nature of this overlap between the legal and professional dimensions and analyze its implications for daily media practice by surveying the opinions of a sample of journalists working in the region. The research is divided into three main axes: the methodological aspect, which presents the type of study and the tools used; the theoretical framework, which addresses the concepts of journalistic identity and legislative framework; and the analytical aspect, which addresses the results of the field study. The results revealed that a number of journalists face difficulty in reconciling adherence to professional standards, on the one hand, and submission to legislative and cultural constraints that restrict freedom of expression, on the other. The study also revealed a growing awareness among journalists of the need to balance professionalism with respect for the societal context, without compromising the fundamental principles of journalism.
