Abstract

تتمحور هذه الدراسة حول تحليل الانعكاسات الاستراتيجية للتطور التكنولوجي على المنظومة العسكرية المعاصرة، مع ال تركيز على دور الأسلحة المتطورة، لا سيما الأنظمة ذاتية التشغيل في تعزيز القدرات العسكرية للدول . تخلص الدراسة إلى أن التحول التكنولوجي في المجال العسكري يفرض تحديات جوهرية على منظومة السلم والأمن الدوليين، مما يستدعي تطوير آليات تنظيمية شاملة على المستويين المحلي والدولي، خاصة فيما يتعلق بضبط استخدام الفضاء الإلكتروني ومعالجة الإشكاليات الأخلاقية والقانونية المرتبطة بانتشار الأسلحة ذاتية التشغيل . This study focuses on analysing the strategic implications of technological development for today's military system, with particular emphasis on the role of sophisticated weapons, particularly autonomous systems, in strengthening States' military capabilities. The study concludes that technological transformation in the military field poses fundamental challenges to the international peace and security system, necessitating the development of comprehensive regulatory mechanisms at the domestic and international levels, particularly with regard to regulating the use of cyberspace and addressing the ethical and legal problems associated with the proliferation of autonomous weapons.
