الأمن والتنمية: مقاربة مفاهيمية وارتباطية

Abstract

تحتم الورقة البحثية بموضوع الأمن والتنمية من حيث تحديد المفاهيم الخاصة بكل مصطلح على حدة، وكذلك المصطلحات المشابهة وتطور المفهومين من مفهومهما الضيق إلى مفهومهما الأوسع . تهدف الدراسة أيضا إلى تبيان العلاقة بين الأمن والتنمية ودرجة التأثير بينهما لإزالة الغموض المحيط بهما، خاصة بعد ما أصبح المفهومان ضمن إهتمامات تقارير الأمن والتنمية العالمية والإقليمية بسبب تحولات ما بعد الحرب الباردة. وتعتبر هذه الأخيرة مستجدة لظهور فواعل جديدة على الساحة الدولية، فضلا عن التهديدات غير التقليدية التي تؤثر بصفة مباشرة على أمن الإنسان وتنميته. فكانت هناك حاجة ماسة لإعادة صياغة المفهومين الضرورة ظهور هذه التهديدات لوضع إستراتيجيات وأجندات دولية لمواجهتها وما يترتب عليها من مخاطر تمس أمن الدولة والفرد وتنميتهما معا، ومسايرة لتلك التحولات الجديدة التي رافقت هيكل النظام الدولي مع بداية التسعينيات من القرن الماضي، تم وضع الحلول المناسبة لتفاديها وإرساء الأمن والسلام وتحقيق التنمية لجميع شعوب العالم، ولفت أنظار الحكومات إلى قطاعات أخرى وعوامل غير تقليدية لم تكن سابقا محط اهتمام دولي وحكومي. كما سعت الدراسة إلى التركيز على ربط المفهومين ببعضهما، وإظهار القواسم المشتركة بين الأمن والتنمية. The research paper is concerned with the topic of security and development in terms of addressing the definition of concepts for each term separately, as well as similar terms and the development of the two concepts from their narrow concept to their broader concept.The study aims to clarify the relationship between security and development and the degree of influence between them to remove the ambiguity surrounding them, especially after what has become the focus of global and regional security and development reports in the transitions after the Cold War. These transformations are considered new due to the emergence of new actors on the international scene, as well as non-traditional threats that directly affect human security and development. There was an urgent need to reformulate the two concepts of the necessity of the emergence of these threats in order to set international strategies and agendas to confront them and the consequent risks affecting the security of the state and the individual and their development together, and in line with the new transformations that accompanied the structure of the international system.With the beginning of the nineties of the last century, appropriate solutions were put in place to avoid them, to establish security, peace and achieve development for all peoples of the world, and draw the attention of governments to other sectors and non-traditional factors that were not previously the focus of international and governmental attention. The study also sought to focus on linking the two concepts to each other, and to show the common denominators between security and development..
