Abstract

أصبحت الجزائر تولي اهتماما كبيرا للشركات الناشئة والمشاريع المبتكرة والحاضنات، وذلك باعتبارها طريقا فعالا وصحيحا لاستغلال الموارد الطبيعية والبشرية والمادية، حيث أصبح من الضروري الاعتماد عليها نظرا لأهميتها في تنويع الاقتصاد الوطني وتحقيق التنمية الاقتصادية. وتهدف هذه الدراسة إلى إظهار واقع الأطر القانونية والمؤسساتية، وما تضمنته من إجراءات تحفيزية للشركات الناشئة والمشاريع المبتكرة والحاضنات بالإضافة إلى إنشاء مجموعة من الهيئات لتمويلها ودعمها كصندوق دعم وتطوير المنظومة الاقتصادية للمؤسسات الناشئة ومؤسسة ترقية وتسيير هياكل دعم المؤسسات الناشئة مع الاستفادة من الإعفاءات الجبائية والمالية والتمويل الجماعي Algeria now pays great attention to startups, innovative projects and incubators, as an effective and correct means of exploiting natural, human and material resources, since it has become necessary to rely on them due to their importance in the diversification of the national economy and economic realization. development. This study aims to show the reality of legal and institutional frameworks, and the incentives they include for startups, innovative projects and incubators, in addition to setting up a set of organizations to finance and support them as a support and development fund for the economy, an aid scheme for emerging businesses and the Foundation for the Promotion and Management of Support Structures for Emerging Businesses, benefiting from tax and financial exemptions and collective financing.
