دور القطاع الوقفي في تمويل مؤسسات التعليم العالي - القطاع الخيري في أمريكا نموذجا

Abstract

تهدف هذه الدراسة إلى الوصول إلى آلية تعزيز تنمية التعليم العالي من خلال الممارسات الوقفية في أمريكا وذلك من خلال: التعرف على هذا القطاع وواقعه في أمريكا ، كما تهدف إلى التعرف على الوقف ودوره التنموي ومجالات التعليم العالي التي من شأنه التأثير فيها، وذلك في ظل الإشكالية الآتية : "ما هو دور القطاع الخيري في تمويل مؤسسات التعليم العالي في أمريكا ؟ "وقد اعتمدنا في ذلك على المنهج الوصفي التحليلي للتوصل إلى دور الوقف في التنمية العلمية في أمريكا حيث نصت الدراسة (سنة (2019) إلى أن الوقف يؤثر إيجابيا على مردود مؤسسة التعليم العالي الامريكية ويساهم في التنمية العلمية ويدعمها من خلال التمويل الدائم لمختلف الميادين المتعلقة بها وصولا في الأخير إلى الإجراءات الواجبة على الجزائر المماثلة ما وصلت إليه أمريكا في هذا المجال This study aims to reach the mechanism for promoting the development of higher education through endowment practices in America by: Recognizing this sector and its realities in America, and aiming at identifying the moratorium and its developmental role and areas of higher education in which it can influence, in view of the following problems: "What is the role of the charitable sector in financing higher education institutions in America?" We relied on the analytical descriptive curriculum to finally find the role of the moratorium in America's scientific development. The study (2019) found that the moratorium positively affects the return of the American Higher Education Institution and contributes to and supports scientific development through permanent funding of various fields related to it
