ترشيد استهلاك الموارد المائية في ضوء الفقه الإسلامي وتعاليمه

Abstract

يحاول الباحث من خلال هذه المداخلة تسليط الضوء على قضية ترشيد استهلاك الموارد المائية في الفقه الإسلامي وتعاليمه، مع بيان مكانة الثَّروة المائية في أدبيات التشريع الإسلامي، محاولا أيضا إبراز البعد المقاصدي للحفاظ على مورد المياه، كما تحاول هذه الدراسة أيضا بيان الآليات والوسائل المتّخذة لتحقيق التّرشيد، وكذا أهميَّة تدخّل الدّولة ومؤسساتها في تحقيق ترشيد استهلاك المياه، وذلك باتّخاذ كافة التدابير والإجراءات اللازمة، ومن ذلك ضرورة تشريع وسنّ القوانين الرادعة للأفعال والسلوكيات المتنافية مع مبدأ ترشيد الاستهلاك. Through this intervention, the researcher attempts to shed light on the issue of rationalizing water consumption in Islamic jurisprudence and teachings, while clarifying the status of water resources in Islamic legislative literature. He also attempts to highlight the purpose of preserving water resources. This study also attempts to explain the mechanisms and means used to achieve rationalization, as well as the importance of the intervention of the state and its institutions in achieving rational water consumption, by taking all necessary measures and procedures, including the need to legislate and enact laws that deter actions and behaviors that are contrary to the principle of rational consumption.
