الصكوك السيادية كأداة لتمويل التنمية: قراءة في النموذج الماليزي وإمكانات تبنيه في الجزائر

Abstract

تهدف هذه الورقة البحثية إلى استعراض تجربة الصكوك السيادية في تمويل قطاعات الاقتصاد الماليزي، ثم دراسة واقع السوق المالية الجزائرية، وجهود الدولة في الانفتاح على الصكوك الإسلامية كأداة تمويلية تسهم في تنويع مصادر تمويل الدولة. ولتحقيق هذا الهدف تم الاعتماد على المنهج الوصفي التحليلي. وقد أظهر البحث أن ماليزيا تمثل التجربة الأكثر نضجا في مجال الصكوك السيادية بفضل وجود إطار تشريعي واضح وتعدد الهياكل الشرعية وسوق ثانوية فعالة. وختاما قدم البحث مجموعة من التوصيات المهمة لتعزيز دور الصكوك السيادية في الجزائر وتحقيق أهدافها التنموية. This paper aims to review the experience of sovereign sukuk in financing various sectors of the Malaysian economy, and then examine the current state of the Algerian financial market, along with the government’s efforts to adopt Islamic sukuk as a financing instrument that contributes to diversifying the state’s funding sources. To achieve this objective, a descriptive-analytical approach was employed. The study revealed that Malaysia represents the most mature experience in the field of sovereign sukuk, thanks to a clear legislative framework, diverse Sharia-compliant structures, and an efficient secondary market. Finally, the paper provides a set of key recommendations to enhance the role of sovereign sukuk in Algeria and achieve their developmental objectives
