دور المؤسسات الداعمة للصناعة المالية الإسلامية في إدماج الصكوك الإسلامية في الاقتصاد الجزائري

Abstract

تهدف هذه الدراسة إلى بيان دور الصكوك الإسلامية في تعبئة المدخرات وتوفير السيولة النقدية اللازمة للاستثمار والتنمية، فهي تلبي الحاجات التمويلية للمشروعات الضخمة خاصة العمومية منها، والتي تهدف إلى تحقيق النفع العام، إضافة إلى إمكانية تمويل إنشاء مشروعات خاصة منتجة للسلع و الخدمات، والتي تدر أرباحا وعائدات لأصحابها. وبهدف إدماج هذه الأداة المالية في الاقتصاد الجزائري، لابد من توفير البيئة المناسبة لإنجاحها وتطويرها، وذلك بالاستفادة من المؤسسات الداعمة في تمكين الصناعة المالية الإسلامية في الجزائر، وقد خلصت الدراسة إلى أنه يمكن الاستفادة من هذه المؤسسات لإدماج الصكوك وتطويرها سواء من حيث الاصدار أو التداول، وذلك من خلال التنسيق بينها لتوفير بيئة متكاملة لضمان فاعليتها، وكذا استحداث قوانين وهيئات رقابية وتنظيمية لإصدار وتداول هذه الصكوك، ما سيؤهلها للقيام بدورها كأداة للنمو خدمة للاقتصاد الجزائري. This study aims to clarify the role of Islamic sukuk in mobilizing savings and providing the liquidity necessary for investment and development. Sukuk meet the financing needs of large-scale projects, especially public ones that aim to achieve public benefit, in addition to their ability to finance the establishment of private projects that produce goods and services and generate profits and returns for their owners. In order to integrate this financial instrument into the Algerian economy, it is essential to provide an appropriate environment for its success and development by leveraging the supporting institutions that enable the Islamic finance industry in Algeria. The study concludes that these institutions can be utilized to integrate and develop sukuk, both in terms of issuance and trading, through coordination among them to provide an integrated environment that ensures their effectiveness. It also highlights the need to establish regulatory bodies and legal frameworks for issuing and trading these sukuk, which will enable them to play their role as a growth tool that serves the Algerian economy.
