تحديات وآفاق تطوير سوق الصكوك الإسلامية في الجزائر

Abstract

تتناول المداخلة المعنونة ب "ملامح الصناعة المالية الإسلامية وتحدياتها بالجزائر" واقع تطور المالية الإسلامية في الجزائر وإمكانات توظيف الصكوك الإسلامية في تمويل المشاريع العمومية. تشير المداخلة إلى أن الصناعة المالية الإسلامية ما تزال في طور النمو، رغم ما حققته من خطوات تنظيمية وتشريعية مهمة. غير أن مسارها يواجه تحديات عدة، أبرزها غياب إطار قانوني موحّد لإصدار الصكوك، وضعف البنية التحتية السوقية والرقابة الشرعية، إلى جانب نقص الكفاءات المتخصصة والوعي الاستثماري. وتخلص الدراسة إلى أن تفعيل الصكوك كأداة تمويل فعّالة للمشاريع العمومية يتطلب إصلاحات تشريعية ومؤسسية، واعتماد معايير شرعية ومحاسبية موحّدة، مع الاستفادة من التجارب الناجحة في دول مثل ماليزيا وتركيا والإمارات لتطوير نموذج وطني يتلاءم مع خصوصيات الاقتصاد الجزائري. The presentation titled "Features and Challenges of the Islamic Financial Industry in Algeria" examines the development of Islamic finance in Algeria and the potential use of Islamic sukuk in financing public projects, in light of international experiences. It highlights that the Islamic financial industry is still in a growth phase, despite notable regulatory and legislative progress. However, it faces several challenges, including the absence of a unified legal framework for sukuk issuance, weak market infrastructure and Sharia governance, limited specialized expertise, and low investor awareness. The study concludes that activating sukuk as an effective tool for public project financing requires legislative and institutional reforms, the adoption of unified Sharia and accounting standards, and the adaptation of successful experiences from countries such as Malaysia, Turkey, and the UAE to develop a national model suited to the specificities of the Algerian economy.
