Abstract

يعتبر رأس المال البشري مفتاح نجاح المؤسسات خاصة في ظل اقتصاد اللاملموسات الذي يعتمد بدرجة كبيرة على المعارف والمهارات والخبرات في تحقيق الإبداع والابتكار وتحقيق الميزة التنافسية المستدامة. والهدف من هذه الدراسة هو تسليط الضوء على الدور الفعال الذي يلعبه رأس المال البشري في المؤسسة العمومية الجزائرية حيث يعد أهم الموجودات التي تسعى المؤسسات جاهدة لامتلاكها، كونه مصدراً من مصادر تحقيق الثروة والسلاح لمواجهة الأزمات التي تحدق بالمؤسسات Human capital is the key to the success of institutions, especially in the context of an intangible economy that relies heavily on knowledge, skills and expertise to achieve creativity, innovation and sustainable competitive advantage. The aim of this study is to shed light on the effective role played by human capital in the Algerian public institution, as it is the most important asset that institutions strive to possess, as it is a source of wealth creation, and a weapon to confront the crises facing institutions.
